Correct. The airlines always post times in the local time of where the airplane will be. Departure times are local to the airport where the plane departs from and arrival times are local to the airport where the plane will land.

That's why on some overseas flights that cross the international date line it's possible for an arrival time to be a date and time that's earlier than the departure time.
