Rafi Ron has a long history of conning airports into thinking they are going to be like Tel Aviv. As an Israeli national, he's received many contracts US government contracts that were supposed to be for American companies. He had a similar contract at Boston, and only incorporated in the U.S. when he got caught by a newspaper reporter.
