because the miners strike in the 1980s showed that going all out is not a good idea... basically, by striking now and again, staff still get some pay, so can continue industrial action for much longer because they still have income.
As to lock-outs... now there's an interesting question. If Willie is intent on forcing the unions to some kind of resolution, that's certainly one thing he could do...
