I was under the impression the international policy had changed some time back. I believe it's now a flat rate per cabin class or a flat $ amount per cabin class, regardless of adult reward type/distance, and is good for both AC and Star International Rewards.
From memory it is something like CAD50 or 5K points for a Y cabin reward with corresponding increases for a J or F reward.
I guess a quick call to AE will clarify it - at least they don't charge you a "Q&A" fee.............yet!

Firstly, welcome aboard!
You've always had to pay 10% of the adult fare for a lap infant on international fares/tickets. "Lap" being definitive. Puttin a young one in a seat costs you regular child fares or the full points required. Don't take the collect paper ticket at airport option - make sure you leave enough time for it to be mailed out to you, or you'll be dinged a Airport Ticketing fee.
