A query about the name "Regency" in the hotel name. Does this automatically mean they have a Regency Club?

I've stayed at Hyatt Santa Clara a bunch of times and its a joke because even on week days its regency club (which is on the first floor in an open area) is often closed. Then you have to go through a dialog with the front desk to get a free appetizer at the bar.
