I would guess that overall the airlines will be more careful when handling luggage because of the new regulations, but I dubt it will eliminate the problems entirely. The reason I'm saying that is because I believe that the new rules say that YOU must travel with your bag = they won't let a bag on the plane without it's owner. The reason for this in plain English: if you're gonna blow it up you're going down with it. I don't think that because of security they can't by mistake leave your bag behind!
I don't know how they would then get that bag to you.
