Will the possible 100% bag match for security reasons increase the odds my luggage will meet me at my destination?

If a bag is lost does it become a security issue instead of just an unhappy customer issue?

I don't really expect it to be implemented on Friday, and I rarely check a bag for domestic travel, but I am curious.
