It can be a two-way street here. I am employed as an "off-shore" resource filling a position that used to be USA-based. An American lost his job so my position could be sent off-shore to a location with a lower cost base.

We are also in the midst of planning a large project to move signification operations from North America to Australia after we proved in another project that moving similar operations from Europe to Australia was cost effective due to lower cost base (not just labour, but overall). Those operations could have been moved anywhere in the world, but we showed that Australia had the right mix of skills and costs to be the most attractive location.

We have to compete in a global market just as the airlines have to. The trick is to find a niche that will allow you as an individual to work from your choice of location as part of that global environment.
