According to the
TSA's list of prohibited items, scissors with blades shorter than 4 inches are allowed. With items like this there is probably always a chance it will cause you to be delayed if you get someone that doesn't want to let it go through even if it is supposed to be allowed. If that happens I wouldn't argue with the TSA either if you want to make your flight.
