Oh dear! The London embassy told a chap in the queue with me that multi-entry tourists were impossible - so you have to get "another kind" of visa which entails getting an invitation, and that's why its expensive. In his case they recommended him to get two single entry visas - he could use one after another. $140 sounds about right, for a 6 month multi-entry unfortunately.
It certainly would be cheapest to just go on a single-entry visa and then get another entry added after you've arrived. The official price for this is $16, but if you use a hotel/agent its likely to cost $20 or more.
If your schedule it tight then I agree with the agent... With hotels needing passports everytime you check in, it can be difficult to let your passport go.
Oherwise given the cost I tend to think it was "better for HIM so HE wouldn't have to worry about it" ! To be fair, he might not have known what you'd have to pay.
