Sometimes a plane will be fueled and then last minute cargo added. As long as the MTOW (Maximum Take Off Weight) isn't exceeded, that isn't a problem. However the MTOW is usually higher than the maximum landing weight, so the aircraft may need to burn off some more fuel before landing.
