Unfortunately, this "requirement" comes from a Cingular rep on the phone. Extensive e-mail exchanges with Cingular customer care and a manager there, also indicate that i need to buy some phone from them. It could even be one of the "free" phones.

Tell them you bought a phone from another vendor and you'd like to activate it
as a second line. Technically this is nothing different than having your
own unlocked phone, but the Rep might have an easier time understanding
your request.
