I believe that you are misinterpreting the TSA instructions (although the way they are written, I can understand why, and there is also a risk that your local TSA may misinterpret them as well).

Regular cheese is solid and therefore not subject to seizure by the TSA. There is, in the U.S., a cheese-like substance, called "pasteurized processed cheese food". The most common brand is Cheese Whiz. It can be purchased in a pressurised can. These products are gel-like in nature and thus subject to seizure if over the specified amounts.
