It is very possible to get out unescorted at T4, and I've done so quite recently myself. But you need to know where to go. And I am not keen to encourage transit passengers to arrive, go to the departures lounge to snaffle the facilities there and then go landside and into the arrivals stream.
Indeed you are correct. Original post now corrected too, although your rationale above does seem a little petty. After all, surely you'd rather they used the lounge for an hour then buggered off into London, rather than sitting in there for 6 or 8 hours (as they're entitled to do)?
