I think you mean the airside departures area, which is where the Terraces lounge is.
It is very possible to get out unescorted at T4, and I've done so quite recently myself. But you need to know where to go. And I am not keen to encourage transit passengers to arrive, go to the departures lounge to snaffle the facilities there and then go landside and into the arrivals stream.
