Not likely in NRT, but likely at your origin.

TSA would cease you if you carry more than 3oz, or any amount not in pressurized containers. No limit for cheese quantity if in checked-in baggage.

When arriving Japan, it's more of a matter for animal quarantine (to prevent zoonoses), rather than for custom or travel security.
- No restrictions for milk products of any origin.
- Any beef products from US or Canada are banned.
