At most airports in Italy outside Rome and Milan there's only Alitalia or a single other handling agent equipped to issue paper tickets. These agencies charge significant (I would call them exorbitant) fees for issuing paper tickets on site, which get passed on to you!

The £15 was unavoidable as you were paying by phone. The £25 could only have been avoided by getting a BA office to post the tickets to you.
