Basically, you incur the hub penalty. Travel to/from EWR/CLE/IAH/DTW/MSP/MEM/AMS only get the 5% discount, while travel to/from other cities get the 15% discount.

For the day, yes. However, if everyone does it, it'll end up hurting the airline. A famous example: Airlines would rather see WBC seats empty rather than give them away. If they did that consistently, no one would buy the expensive WBC fares.
