If a hospitable Italian agent is willing to accomodate a change in travel plans why would the passenger have any reason to believe this would not supercede the AZ New York directives? It seems that AZ has much bigger problems than tracking down the malicious "maneuverings" of a few FTers. I realize some have made it their job to convey the official party line from the AZ NY office (and have provided valuable information) but the danger of a long-term debit memo (precedent?) seems exaggerated.

While I am indeed 'conveying' the official party line, that doesn't necessarily mean that I agree with it or agree with AZ's overall handling of YYZ-LCA situation. So, its the classic- please don't kill the messenger!!
Therefore, when I offer info about the risks/benefits of dropping LCA segments, I'm doing so just to provide you context about how best to make your decision about trying to drop segments. If you can drop without ahassle, then great, more power to you. I just don't want everyone to assume that there is a new policy or precedent that you can RELY on, just because some people fell through the cracks on the dropping LCA restrictions.
