What you are trying to do is a change of destination which causes a change in pricing. An agent that override such a change will probably have to answer to internal audits, so I believe the chances of this are slim. The cancelation of a reservation due to no-show is automatic and an override of this by an agent should be followed with an explanation of the act and it's reasons.
It would take a very nice agent to do it for you.
