That sounds like more then 4 feet with Business class seats and a lav! and all this is on top of the overhead bins and not replacing them!
As number_6 said, this is not new. Peek into the closet and you'll see a ladder leading to the crew rest area. Here's a diagram showing the layout from Boeing - definitely not a lot of head room. Nice for the crew, but wouldn't want to be up there of for a 14 hour flight...
