Boeing has been providing this as a 777 option for quite a while (10 years) though it hasn't been that popular.
The "above ceiling" space is about 4 feet high, so it isn't a 3rd deck by any means, but quite nice for crew rest beds.

The flight-crew-rest compartment is accessed through stairs located at door 1, over what is typically the airplane's first-class section. The flight-crew-rest compartment includes two business-class seats, two roomy bunks and optional amenities, including a closet, sink or a lavatory.
That sounds like more then 4 feet with Business class seats and a lav! and all this is on top of the overhead bins and not replacing them!
