Sounds like this may be a regular occurrence on this route? For what it's worth, we were among the first to check in in JNB (about 3 hours prior to flight), so it wasn't a last-minute thing.
The same thing happened to a group of us BE pax on the way back to ATL too -- this is quite impressive: they lost my baggage on both ends of the same trip! (and my bags were in JNB 5 hours ahead of our flight!)
Like you, about 10 of us were standing around like idiots waiting for the carousel to stop -- it never did, and no one from DL announced that no other bags were coming. Again, I'd like to be upbeat about DL, but they make it very hard. For my brief trip to South Africa I only had my bags for 2/3 of the time--no word of apology, compensation...nothing. And now, I get to wait for my bags in ATL. This just isn't right.

Oh, and just to weigh in on the pax load, the flight back to ATL was probably 85% full--the 2 empty BE seats in JNB were occupied by pax getting on in DKR.
