I've been with two Qld Gov't Departments, and received SCs but not points with the first, and SCs and points with some flights with the other. I agree that all policies state that you cannot accrue points with Gov't related travel-but it's not my fault if these credited because our corporate services provider is inept

. Anyhow, you'll find that almost all Qld State Govt travel has to be booked on Virgin, Jetstar or the lowest possible fare. I'm certainly not keeping Gold from government travel from TVL.
I don't know what happens when crediting to other ff plans. Unfortunately, you will find even though your department will have a process for asking for your ff number on the booking, you will have no control over any booking changes- they will have to be done by the person who made the booking. I always make sure I call Qantas Govt travel after the booking is made and check it shows up on 'my bookings'.
So, I think it would be better for you to see about working closely with the person making the booking and handling the arrangements if you want to get both points and SCs for your overseas flight. It may even be if you fly AA or another oneworld airline you can get some points credited. I think you may find problems in making your own arrangements and getting funding as there will be policies around that as well...
My routine for O/S conferences has been the salary packaging route- and that's the only way I seem to keep Gold. Those SCs save the taxpayers the cost of subsidised QP membership^
