I'm not so sure about that. My understanding is the following:

Federal Govt: SC's are earned, but no points earned.
(QLD) State Govt: Grey area at the moment. SC and points can be earnt on all travel, but it's in contravention of the current travel policies. Polices are probably going to be changed in the future to clarify things.
