There are fewer Ps because AC's mid-tier has a lower threshold (35K) than most other programs (50K) and it is therefore much easier to qualify for this tier. Also, with no instant P qualification, lots of people cross 25K but must wait a year to actually achieve their status. E is instantly achieved if one crosses the threshold before mid-October.
