I seem to remember that there is a link on the Ryanair site to some good lawyers in Sweden! I nearly had to use them to sue the Swedish CAA, but writing to the Chief Exec and telling him that I was reporting him to the parliamentary ombudsman worked.
One key test to remember is whether you were booked on a JZ number or an SK number as well.

Extraordinary safety reasons would cover events such as fleet groundings of aircraft (remember the DC 10). You buy a car, but it is not always available because it requires maintenance. This is not extraordinary, but part of the fun of the game.
The airline is responsible for all elements of ground handling. This includes deicing. The lack of it is their problem, not yours!
You should ask for the entire maintenance records for the aircraft, including A, B, C and D checks in order to review the deicing servicing if you think that it was an aircraft technical failure.
If the airline says it was the airport's responsibility, then you should ask for the maintenance records for the airport equipment, I can help you with the Swedish. Also ask for the stock levels of deicing fluid and the type.
A deicng delay which might be acceptable could be an hour or so. Any longer and it is getting silly.
Now, off to write letters again to SN Brussels. Then all I need to know is how long it takes for IB to make a ticket refund, currently close to 16 months
