Not answering your question directly, but...: Are YOU a citizen of European Union member state (I note you live in the UK), and are you and your wife travelling together?

If the answer to both questions is "yes" then (AFAIK) EU countries cannot deny her entry because as your wife travelling with you she would be covered by the EU Free Movement provisions.
