I haven't seen the webpage that says that, but the CSR who told you infants fly free of charge probably meant domestically. For international travel lap children pay 10% of the adult fare and infants in seat significantly more. As pointed out earlier, the fare that you paid might be due to the last minute adult fare. I dont think it essentially means that the infant is charged 10% of your fare, but the prevailing adult fare.
