That's my guess. Most American-based airlines charge lap infants 10% of the fare for the cabin in which the parent sits; if the parent upgrades, then the lap infant pays 10% of the applicable premium cabin fare. That's how it works at AA, and I'm guessing it works that way at CO.

In any event, fuel surcharges are not discounted and US government taxes/fees/etc that are per capita are not discounted either.
