Sounds like you're getting taken. Since there is no "Infant Tax". I'm sure that you are paying 10% of a full Y fare, plus some fuel surcharges. You might trying to price out a full Y fare on your itinerary, and seeing if the child fare is 10% of that.
I would have thought you would have figured out all the pricing before you got to the airport. In some cases, you can find a seat for less than this 10%. There are still occasionally discounted seats for children, so I would always check that ahead of time.
