Sounds like you're getting taken. Since there is no "Infant Tax". I'm sure that you are paying 10% of a full Y fare, plus some fuel surcharges. You might trying to price out a full Y fare on your itinerary, and seeing if the child fare is 10% of that.

I would have thought you would have figured out all the pricing before you got to the airport. In some cases, you can find a seat for less than this 10%. There are still occasionally discounted seats for children, so I would always check that ahead of time.

But I am still confused by the receipts he emailed me afterwards.

My ticket:
Airfare: 1,085.00 USD
U.S. Customs User Fee: 5.00
U.S. Immigration User Fee: 7.00
U.S. APHIS User Fee: 5.00
Tax: 29.00
U.S. Security Service Fee: 2.50
China Airport Fee: 11.50
U.S. Passenger Facility Charge: 4.50
Per Person Total: 1,149.50 USD

Infant's ticket:
Airfare: 543.00 USD
U.S. Customs User Fee: 5.00
U.S. Immigration User Fee: 7.00
U.S. APHIS User Fee: 5.00
Tax: 29.00
U.S. Security Service Fee: 2.50
China Airport Fee: 11.50
U.S. Passenger Facility Charge: 4.50
Per Person Total: 591.50 USD

Anyone ever heard of "infant tax" or can refer me to a place for better explanation?
