There is something really weird about this app, first of all it isn't made by Skype (which means it can't be a true Skype client) and secondly in the description it doesn't sound like a true skype client at all:

Incoming calls:
Call from contact person comes to Skype messenger and then to the desktop service that are running on your PC. Desktop service notifies your mobile client about an incoming call. Via SkypeOut network the call will be forwarded to your mobile phone, so the phone will start ringing. After you answer the call, the conversation will begin. The call is possible due to Skype credit on your SkypeOut account.
