This, of course, is what BA is hoping.
However, many carriers have already decided that they will instead charge for bags over between 23-32kgs. That, IMHO, appears to be a much better policy. It disincentivises heavy bags whilst allowing flexibility.
There are differences in implementation. AA's published policy is to charge all pax, regardless of class, the fee. CO waives the fee for J/F pax.
For my part, I really cannot see any of the Asian carriers introducing a policy that would reduce the allowance of J/F pax down from 32kgs unless they were made to do so by some legislation. I can't see that on the horizon, so I rather think the harmonisation to which you refer is a long way off.
