The folding bag idea is a good solution for anyone who may have problems with this rule. Like many expats living in Moscow, business or personal visits abroad often resulted in significant accumulation of new items (either shopping or gifts) that, after accounting for business documents, exceeded the volume of my standard suitcase. To address the issue, I purchased a small fold-up duffle at one of the shops in LGW (and have seen even nicer ones at airport shops in the US). It collapses to the size and weight of a hardback novel, and expands to the size of a medium gym bag (larger versions are also available). I have used it on several occasions, both checked and carry-on. It is of course not as convenient as including everythign in the original checked bags, but if the problem is weight allocation this may work for some.
