Why would you expect any different? The change fee is $50. You likely changed to a lower fare class on top of your change in fare.
Because up until recently, if you wanted cash back in the case of a fare decrease, you had to pay the reissue fee. If you were willing to accept a voucher for the difference for future travel, they just gave you the voucher without the fee.
