The GA cannot give the those FC seats up until they know for sure that the passenger will not make the connection. And remember during this time that are checking everyone in for the flight. So yes it happens, but suppose the FC passenger show up at the last minute having made the connection and you were told you had to move back to Y and your seats were given to someone else and you now have a middle seat to PHX. I expect you would be on here talking about how bad that was. I agree it would be nice if before closing the door the GA would check to see if anyone could be upgraded but they have to get the planes out ontime. Hope this helps you understand
