This happens when the gate agents see that all the FC people are checked in but some are making a connection in the hub (your case PHL) and the passengers do not make the connection. The GA cannot give the those FC seats up until they know for sure that the passenger will not make the connection. And remember during this time that are checking everyone in for the flight. So yes it happens, but suppose the FC passenger show up at the last minute having made the connection and you were told you had to move back to Y and your seats were given to someone else and you now have a middle seat to PHX. I expect you would be on here talking about how bad that was. I agree it would be nice if before closing the door the GA would check to see if anyone could be upgraded but they have to get the planes out ontime. Hope this helps you understand

Flew on CO IAH-LGA over weekend. GA said F was fully checked in but I was next on UG list. He said to board to my Y seat and if that passsenger failed to arrive in time for the flight, he would come onboard and move me up to F. Just before the door closed, he indeed, boarded and moved me up to the F seat as he said he would. Perhaps you need to consider changing airlines
