The blocked seats are for AWD (Americans with Disability) purposes. These are gate (airport) control only.

If you look WAY forward (BTW EF uses the AA Sabre seat map data) you will note the following are blocked:

10 A-J
11 A/B
17 A/B H/J
20 C-G
42 C-G
