This is what a few airlines rely upon in determining who can be flown there:

Passport (must be valid at least 3 months beyond period of
intended stay) required.

Visa required.

Visa can be issued on arrival (not applicable if passport is
endorsed British National (Overseas) ) at Beirut International
Airport provided holding return/onward tickets and coming for
touristic purposes.
Fee: 3 month, single entry: LBP 50,000.-.
3 month, multiple entries: LBP 100,000.-.
1 month, single entry: free of charge.

Entry refused if holding passport containing visa for Israel,
valid or expired, used or unused, or having any Israeli stamp
endorsed on passport.

Visa not required for:
- those whose visa is available at Immigration BIA provided
cleared by the transporting carrier through written
notification by Immigration BIA;
- wives of nationals of Lebanon and their children provided
holding official documents as proof thereof;
- those of Lebanese origin travelling on foreign passport and
holding valid Lebanese ID card, or expired Lebanese
passport, or Lebanese civil extract.

Visa can be obtained on arrival under certain conditions to:
- businessmen and other top professionals residing in a GCC
member country (see TIRGL/GCC ); or
- businessmen with prior approval from Lebanese Immigration; or
- tourist groups.

Minors:
children under 15 years of age, of all nationalities travelling
on parent's passport must be accommpanied by the passport
bearer, otherwise they should hold separate passport.

Children under 15 years, travelling on a foreign passport and
accompanied by at least one Lebanese parent holding a Lebanese
passport or ID form, can obtain visa upon arrival. Palestinian
minors born to Lebanese mother require a visa.

Non-compliance with entry regulations will result in refusal
and deportation of passenger at carrier's expense.
A fine of LBP 3,000.000.- (approx. USD 2,000.-) will be imposed
on carrier.
