Of course they could. But they're operating under the theory that if it's on the list, it ain't going through. If there's even a chance that it could be mistaken for an item that's on the list, it ain't going through. Etc.
As you correctly point out, it's all for show. Common sense has little to do with it.
Now, having just made that rant, a story from my boss, flying back from DC:
Apparently, her mother gave her a bottle of wine, which she forgot to take out of her bag. It was clearly wine. No ifs, ands or buts. The TSA agent pointed out that she needed to have a plastic baggie and reached over, grabbed a baggie, put the baggie over the top of the bottle and said, "See, it's in a baggie now!" And then he proceeded to let her through. Apparently, there are still some sane people with a sense of humor.
