They actually are a complicated algorithm derived from the time of the flight, the distance between the departure and arrival cities, the scheduled travel time between the two cities, the on-time departure and arrival statistics for the flight, and a number chosen at random by Gerald Arpey's incredibly talented pet monkey. Either that or they're random. I can't remember which.
