That's the way it works going T4-T3 (FCC or landside).

From T1, you clear the FCC in T1 and then board the bus for T3 or T4 (without having to re-clear security again at T3 or T4). In my personal experience, the T1 and T4 FCC security lines have been worse than the T3 lines. YMMV.
