Doesn't the GA usually bring the manifest down to the aircraft before the door closes? On that passenger manifest couldn't the First Class waitlist be included? Once the door is closed, couldn't the FA's be authorized to call the name of the top person(s) on the waitlist over the intercom to fill the empty seat(s)?
It would work for me.

Weve been told MANY times that it is the gate agent's responsibility to upgrade pax, and that FA's CANNOT and WILL NOT (*special circumstances aside) as it is NOT ALLOWED for them to do so.
