Not true! All US carriers enforce this rule. The potential fines are huge. Some parents will try to get around the rule by having under 15 children sit elsewhere but if the FA's catch on to it, the parents have to move.
Just a few days ago I saw a woman arguing with the DL gate agent to get her and her infant into the exit row on a flight from ATL to EZE. The gate agent was adamant that she couldn't. The best part was that this woman was a pass flyer and should have known better.
