A lot of it is flight history and whether they will be able to sell the seats close to flight time. Or if a flight is primarily for businesspeople and tends to get a lot of SDC action, they would similarly hold out releasing seats until closer to flight time.

As a GM (now, but FO for years) I have noticed that upgrades seem to be more forthcoming on 'leisure' flights rather than 'business' fights.
