You can - and always have been able to - preassign seats on most Club Europe (i.e. business class) flights. The new bit is Euro Traveller (economy) which has only been possible in the last few weeks. However, the rules around precisely who can and cannot preassign in ET are a bit complex, and frankly I don't understand it yet.
Have you tried using the Manage My Booking option on ba.com to allocate a seat.
