The percentage and number of people flying on their own money (as opposed to the company) is likely to be greater in Economy and therefore to minimise the disruption to the many, particularly those who have scrimped and saved all year for their tickets, it makes sense that potentially disruptive children are sent to the front of the plane where a fewer number of people will be disturbed.
