We're not quite as bad polluters as other countries.... taxing our industries won't really help reduce emissions -- there have to be other workarounds.

I think a more effective approach would be to enforce the Kyoto treaty among *all* countries, just not "specific" ones (*koff* :: china :: *koff*)
