A good question. I would think that one should be able to check-in at any airline counter at the airport. But this is PHL we're talkin' about here and one never really knows.
For all of the times we've flown TA, my radar has never focused upon whether folks for domestic-originating A-west flights have been in the queues. I see no reason that they can't handle the baggage etc. ( though I do believe that arriving domestic baggage goes to the east side baggage belts ).
Neither the PHL Airport or the US websites offer any relevant information. Can't find any direct airport phone numbers either. If you don't have a bag to check, it might be worth trying as you should be able to use a kiosk or an agent. Then again, if you can't check in domestic from A-west, you've got to walk outside to B/C which is a PITA.
If you don't get an answer, I'll pose the question in a couple of weeks when my wife and I are going out to LGW. OTOH, maybe the CP desk can answer the question.
