If someone is overwhelmed by traveling with their kids (whether due to the kid's behavior issues at their particular age, the parent's lack of social/coping/parenting skills, or whatever), I think it is DEFINITELY inconsiderate to go ahead and travel anyway and inconvenience a lot of other people.

If you can't handle your kids at the mall...don't take them to the mall. If you can't deal with your kids at a movie...don't take them to a movie. If you can't manage your kids on plane...don't get on a plane.
