Yes, the definition of sexual harassment that was posed above describes it in the context of workplace relations, because that's what that specific publication relates to. Obviously sexual harassment can occur outside the workplace.
Anyone with a modicum of insight should be able to realize that the same behavior in a different context doesn't change its essence. It's like you've taking a definition of violence from a violence in the workplace manual, and then saying that violence can only occur in the workplace!
It's also interesting that you use the word hysteria so often in the context of sexual harassment...
